Row Creek Co. was formed to do one thing: supply government with the goods that ordinary procurement channels return empty. In more than twenty-five years we have not taken commercial work, and we do not intend to. Every process we run, every record we keep and every supplier we qualify is built for a public buyer and the scrutiny that follows one.
That narrowness is the point. A ministry does not need a supplier who also sells to its contractors. It needs a party whose only obligation is the requirement in front of it, whose paperwork survives an audit, and whose discretion is not conditional on the size of the order.
